VAT Relief in the KMC: Tax-Free Shopping Explained
How US Forces members near Ramstein buy goods and services without paying German sales tax, which form you need, and where to pick one up.
Germany adds a value-added tax (VAT) of 19% to most purchases, with a reduced 7% rate on things like groceries and books. As a US Forces member with SOFA status, you can have that tax removed from many local purchases by using a US Forces VAT form. Over a full tour, on furniture, appliances, car repairs, home renovations and even some services, that adds up to real money back in your pocket.
The rules are simple once you know them, but there is one that trips up almost every newcomer: you have to hold a valid VAT form before you order or pay. There is no way to claim the tax back afterward, so getting set up early is worth it.
What VAT relief actually is
VAT relief lets you buy from participating German vendors at the pre-tax price. Instead of you paying the tax and claiming it back, the vendor simply does not charge it when you present a completed US Forces VAT form for the purchase. The program is run through the local VAT Relief Office and is backed by the NATO Status of Forces Agreement.
Who can use it
Eligibility comes from your SOFA status: DoD military and civilian personnel stationed in, or on TDY to, Europe under the NATO SOFA. There is no automatic individual entitlement, though, so you cannot just show up at a store with your ID. You (or your sponsor) first register with the VAT office and are issued forms in your name. A sponsor registers the account, and household members can be added to it.
The two forms: NF-1 and NF-2
There are two US Forces VAT forms, and which one you need depends on the price of the purchase:
- NF-1 covers purchases up to €2,499.99. It costs $10, is valid for two years, and you can hold up to 10 of them at a time. This is the everyday form for most shopping.
- NF-2 covers purchases of €2,500 or more. It costs $100, is valid for three months, and you may only hold one at a time. This is the one you use for a car repair, a big furniture order, or a renovation.
Buy the NF-1s in advance so you always have one ready. For a big-ticket NF-2 purchase, get the form once you know roughly what you will spend, because the clock starts ticking on its three-month window.

Getting it right the first time
- Get the form before you order or pay. You cannot apply VAT relief to a purchase you have already made.
- Confirm the vendor accepts US Forces VAT forms before you start. Most larger stores and many tradespeople do, but not all.
- For services and contracts (car repair, movers, renovations), agree on the tax-free arrangement up front and hand over the form when you place the order.
- Keep your NF-1 stock topped up so a spontaneous purchase never catches you without one.
- Office hours are short and vary by location, so plan your visit rather than dropping in.
