Getting on the road in the KMC, the right way
Almost everyone assigned to Germany needs a U.S. Army Europe (USAREUR) driver’s license before getting behind the wheel. Here is what it is, who needs one, and how to get yours near Ramstein.
Who needs a USAREUR license?
If you are stationed in Germany under the Status of Forces Agreement (SOFA), you need a USAREUR license to drive here. That covers service members, DoD civilians, contractors and their family members on PCS orders. An international driving permit does not replace it for assigned personnel. You keep your U.S. or home-state license, the USAREUR license is issued in addition to it.
On a short TDY trip and only renting a car? Confirm the current rules with your unit and the rental company, since the requirement is written for personnel assigned to Germany.
What to bring
Bring with you
DoD ID card, your current driver license (U.S. state, EU, NATO or foreign), and your mailing address (APO AE, CMR or unit box).
Extras
Corrective lenses if you drive with them, and an eye-test certificate if you are 65 or older. Family members apply using their DoD ID number.
Payment
A $30 fee, payable by check, money order or credit card.
The test: study, then certify online
The exam is based on the Drivers Handbook and Examination Manual for Germany and on German road signs, governed by Army in Europe Regulation 190-1. You complete an online course on Joint Knowledge Online (JKO) first, then take the exam. The online certification is valid for 60 days and must still be valid when you arrive at the licensing office, so do not complete it too early.
