The Housing Office (HRO): How Housing Works Near Ramstein
What the Housing Office does, the one step you must take before signing an off-base lease, and where a short-term TLA stay fits in.
When you arrive in the Kaiserslautern Military Community, your permanent housing runs through the base Housing Management Office (often just called the Housing Office, and sometimes referred to as the HRO). Understanding what it does, and the order of steps, saves you from the single most common newcomer mistake: signing an off-base lease before you are cleared to.
To be clear up front: this is a process between you and the Housing Office. A short-term reservation with TLA Office is simply temporary furnished lodging while you go through it. There is no Housing Office paperwork to do with us. We give you a comfortable place to land; the Housing Office handles your permanent home.
What the Housing Office does
The Housing Office helps assigned service members and civilians find and set up housing, both on base (government quarters) and off base on the local economy. It runs the newcomer housing briefing, keeps listings of approved off-base rentals, reviews and approves leases, and administers the housing allowance and related move-in payments. It is your single point of contact for anything to do with your permanent home here.
The one step you cannot skip
Before you commit to any off-base rental, you must go through the Housing Office: attend the housing briefing and get housing counseling and referral first. If you sign a lease before you are authorized, you can run into problems with your allowance and approval. So the safe order is simple: in-process, attend the housing briefing, then house-hunt with the Housing Office’s help, and only sign once they have cleared the lease.
On base or off base
- On base (government quarters): assigned through the Housing Office by eligibility and availability. Utilities are typically included and you forgo the housing allowance.
- Off base (on the economy): you rent from a local landlord and receive the Overseas Housing Allowance (OHA) plus a utility allowance, within limits set for the KMC. The Housing Office approves the lease and briefs you on your rights and responsibilities.
Which path is right depends on your family size, timing and what is available when you arrive.
